The synergistic imbalance between conservation and development remains a core constraint on the sustainable development of ecotourism. Grounded in externality theory, this study constructs a three-dimensional modeling framework that integrates the quantification of positive externalities from ecological conservation, the pricing of negative externalities from tourism development, and the adaptation of policy instruments. Employing a dual-case design contrasting Bijiashan Mountain (karst-type) with the Qinghe Yungeng project (hilly-type), the study adopts a sequential mixed-methods approach combining natural language processing (NLP) sentiment analysis, household questionnaires, in-depth interviews, policy-text coding, and ecological spatial analysis. The empirical results show that a persistent “ticket-experience” gap constitutes a systematic structural contradiction across ecotypes; community participation incentives exhibit a markedly gradual and marginally diminishing trajectory; transparent benefit distribution is more fundamental than the absolute amount of economic compensation; and the complementarity of mandatory, market-based, and voluntary instruments is the institutional basis for balancing conservation and development. The study contributes an extended externality framework incorporating carbon-reduction ecosystem-service value, a temporal estimation model of community participation, and a transferable full-chain analytical path from quantitative analysis to policy implementation.
